in the Browser's menu go to Tools, Internet Options, General, Languages and choose Hebrew. If Hebrew is not already one of the options, add it using the "Add" button.
Can See Hebrew, but it's written backwards ?
Change the Encoding to "Hebrew (ISO-Visual)" [in the Browser's menu, view, encoding]
Can See Hebrew, but Lines wider than the page itself ? or Hebrew with the lines mixed, "interlaced" ?
Decrease your browser's font size until it looks right.
